Romania’s leftist opposition filed a no-confidence motion against the new centrist coalition government on Wednesday in protest at what it said were plans to sell mineral rights to foreign companies without proper debate.
With too few parliamentary seats to pass the motion, the move is more a political swipe at the two-month-old administration of Prime Minister Mihai Razvan Ungureanu than a genuine attempt to unseat him, but adds pressure to the troubled three-party coalition.
“This is an important signal against the government’s policy against citizens, which is pursued the same way as under the previous government,” said Mircea Dusa, parliamentary leader of the Social Democrats, the main group in the USL opposition alliance.
Ungureanu replaced Emil Boc as prime minister in February after the latter resigned following nationwide anti-austerity protests.
Boc had initiated a privatisation drive, which includes selling rights to copper mining or minority stakes in energy companies, under an International Monetary Fund-led bailout.
Ungureanu hopes a return to economic growth in the European Union’s second poorest nation, where 3 percent of the population eke out a living from $40 a month, will give his government a chance in a parliamentary election in November.

HEALTH
Romania’s Health Minister Cseke Attila resigned his post on Thursday saying he was not consulted before the centrist coalition government revised this year’s budget.
Attila is a member of the ethnic Hungarian Party (UDMR), a junior coalition partner, which has 15 days to nominate a replacement.
INFRASTRUCTURE
Romanian Transport Minister Anca Boagiu holds a news conference on infrastructure topics following a government budget revision at 0800 GMT.
ROMANIA SELLS 372 MLN LEI IN 5-YEAR T-BONDS AT 7.35 PCT
Romania sold a less than planned 372 million lei ($126 million) in 5-year treasury bonds on Thursday, with the average accepted yield at 7.35 percent, from 7.30 percent at a previous July 14 tender, central bank data showed.
CEZ SAYS STRUGGLING OVER ROMANIAN STATE FIRM’S DEBT
The Romanian unit of Czech power group CEZ (CEZPsp.PR) is struggling to cope with debt owed by state-owned railway company CFR, and warned the unpaid bills would deter investment, country manager Jan Veskrna said on Thursday.
ROMANIA NET WAGES RISE 3.5 PCT YEAR/YEAR IN JUNE
The average net wage in Romania rose 3.5 percent on the year in June and 1 percent on the month to 1,472 lei ($497.3), data from the National Statistics Board (INS) showed on Thursday.

Romanian president gives up police protection after 6000 officers protest wage cuts

BUCHAREST, Romania (AP) — Romania’s president has withdrawn police protection in response to an “illegal” protest by 6,000 officers facing wage cuts.
Traian Basescu accused officers on Sunday of staging an illegal march outside his office on Friday, which he said undermined the state’s authority.
Basescu asked the interior ministry to withdraw his police protection shortly after the Friday protest. Basescu retains his own separate security outfit.
The officers were protesting plans to cut their wages by 25 percent, part of government’s austerity measures to reduce the budget deficit.
Prime Minister Emil Boc also asked Sunday for his police protection to be withdrawn. After arriving from a trip to New York, Boc traveled to his residence without police escort.

Romanian president -top goal is to modernise state

BUCHAREST, Dec 16 (Reuters) – Romanian President Traian Basescu said on Wednesday his top goal after winning a second term in a bitterly disputed Dec. 6 runoff vote would be to modernise the European Union member’s bloated state sector.
“My top goal is modernising the Romanian state,” Basescu said during a ceremony at the Constitutional Court that validated his re-election.

Politics of Romania take place in a framework of a semi-presidential representative democratic republic, whereby the Prime Minister of Romania is the head of government and the President of Romania exercises the functions of head of state, and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the two chambers of parliament, the Chamber of Deputies and the Senate. The judiciary is independent of the executive and the legislature. Romania’s 1991 constitution, amended in 2003 proclaims Romania a democratic and social republic, deriving its sovereignty from the people. It also states that “human dignity, civic rights and freedoms, the unhindered development of human personality, justice, and political pluralism are supreme and guaranteed values”.
The constitution provides for a President, a Parliament, a Constitutional Court and a separate system of lower courts that includes The High Court of Cassation and Justice. The right to vote is granted to all citizens over 18 years of age.
